Position Summary: The Chief of
University Police is responsible for the management of the overall operation of
the university police department and for the development and implementation of
all law enforcement, security, crime prevention and
education activities for the
Education and Experience: Bachelor's degree and at least 10
years experience & formal training in law enforcement, criminal justice,
security, and related areas (e.g. traffic & crowd control, parking, etc). A
progression of positions showing increased management and command
responsibility. A strong service orientation and commitment to diversity and
multiculturalism. Demonstrated commitment to training & staff development.
Ability to work successfully with other disciplines, facilities, event staff,
external law enforcement and other jurisdictions. Possess a creative and
positive approach to supporting student social events and the residential
population. Possession of, or eligibility for, an Ohio Peace
Officer's Training Certificate (ORC 10-77).
Preferred:
Master's degree. Significant degree of experience in a college
or university setting. Extensive experience in community relations, community
policing, outreach, crime prevention and related programs.
Working Conditions: Hazardous working
conditions, exposed to inclement weather, potential of bodily injury in
criminal investigations, and other fire and public safety conditions. Emergency
response is an integral part of this position; extended periods of time on foot
during special events, work hours may be spent outdoors during inclement
weather, large amount of time spent in crowd situations with the potential for
exposure to communicable diseases. Interpersonal contacts with individuals
within or outside of the department regularly create unexpected and immediate
demands, which require establishing new priorities and the performance of
several substantially unrelated tasks simultaneously. Punctuality is required.
Required to work with law enforcement, security, fire and rescue personnel and
executives at major large scale events or sensitive events, including but not
limited to major concerts, VIP visits, and sports events. Job responsibilities
may require work during day, afternoon, evening, night or weekend hours. The
position may require travel. A flexible work schedule is required.

Position Description:
Provide direct supervision of the command and administrative staff. Manage the
departmental budget, all personnel, and all departmental operations.
Develop procedures to insure that appropriate university officials are informed
in a timely manner of campus emergencies or similar situations. In
collaboration with the appropriate university officials, develop and implement
university emergency and crises management policies and processes.
Coordinate activities and investigation of crimes, arrests, and legal matters
with local law enforcement agencies. Coordinate a system for responding to
student violations of the Ohio Revised Code that ensures legal compliance but
also addresses the best interest of the students and the university. In an
educational effort, develop programs for the university concerning personal
safety, acquaintance assaults, protection of personal property, etc. Minimize
exposure of the university community to crime, personal injury, or loss of
university property. Monitor and make recommendations concerning lighting,
locks and access control systems, radio communications, monitoring and alarm
systems, and be aware of improvements in technology.
Develop and implement police, security, and traffic control procedures for
special campus events including the Ervin J. Nutter Center. Develop and
maintain working relationships with local jurisdictions and commercial property
managers to share information concerning traffic, parking, security, etc.
Develop bargaining objectives and priorities for contract negotiations with
unionized staff.
Maintain appropriate data bases within the department concerning crime
statistics and make appropriate reports. Perform other duties as assigned. Work
closely with the Department of Human Resources in negotiations, on grievances,
and in establishing requirements for employment, assignment, promotion and
training.
